PMCG is seeking the services of a Customs and Trade Facilitation Associate having an intensive experience and knowledge of customs and trade regulatory systems in the five countries of Central Asia, various as well as existing non-tariff barriers that prevent the countries from trading with one another under a more liberal trade regime. The position will assist CTJ in supporting the Activity technical team in the mapping of existing processes, identifying the existing trade barriers, and suggesting realistic strategies to remove them.

Expected Results:

The Consultant will help CTJ develop a plan to tackle a range of trade facilitation issues aimed at adherence to the Convention on International Transport of Goods Under Cover of TIR (international road transports) Carnets, as well as minimizing the remaining non-tariff barriers to trade (NTBs). The Associate will work with a number of donor programs and national government counterparts. Donor counterparts will include CAREC, IFC.s Trade Facilitation Program (Tajikistan and Kyrgyzstan), GIZ.s Regional Trade and Investment Facilitation Program in Central Asia (Tajikistan and Kyrgyzstan), the United Nations Conference on Trade and Development, the International Trade Center, the Korea International Cooperation Agency (KOICA) (assisting Uzbekistan with trade facilitation), and CLDP, as well as USAID’s ATAR program, which can share best practices from trade facilitation work in Afghanistan and Tajikistan. National counterparts will include the Customs Control Committee of Kazakhstan, Single-Window Center of Kyrgyzstan, State Customs Committee of Uzbekistan, and Customs Service of Tajikistan. In addition, the Associate will engage associations such as the CAREC Federation of Carrier and Forwarder Associations, International Federation of Freight Forwarders Associations, Association of Freight Forwarders of Kazakhstan for best practices in transportation.

More specifically, the Associate will be in charge of delivering the following:

  • Map the current processes as per existing customs laws in Central Asian countries, rules and current practice for all Customs tasks.
  • Based on the discussions with customs authorities, private companies and other relevant stakeholders, help identify the existing barriers to trade.
  • Develop recommendations for a joint strategic plan for national governments to remove the barriers to trade in a systematic manner.
  • Help identify and work with national champion organizations to implement the joint strategic plan and make the plan a part of the national trade policies.
  • Help develop a benchmarking tool to facilitate a business to government dialogue aimed at removing unnecessary trade barriers.
  • Work with Activity staff and partner organizations to raise awareness of export-import regulations among affected business communities in the five Central Asian countries.
  • Provide recommendations and advice to businesses to upgrade their production and service delivery processes to adjust to changing market requirements.
  • Identify and initiate potential assignments in the area of Barriers to Trade, Trade Facilitation and Business Enabling Environment. Identify and cooperate with the potential partners (government, Business Sector, International Organizations, CSOs, etc.) to ensure smooth implementation of planned activities.

Experts Profile:

  • Minimum of 5 years’ relevant prior experience of working in Trade facilitation or a related area.
  • A relevant Master’s degree from a recognized university preferably in Customs Law, Customs Administration, Trade Law, Risk Management, or Information Technology Management is highly preferred.
  • Knowledge of or experience implementing a National Single Window project in any country is preferred.
  • Fluency in English and Russian is required
  • Fluency in the use of Microsoft Word and Excel
