Background: Under the overall guidance of UNFPA Country Director and direct supervision of UNFPA Assistant Representative, the HIV/AIDS Programme Officer will contribute to the national effort to combat HIV epidemic in the country. He/She will work with other UN agencies, donors and national partners to develop effective strategies and HIV prevention interventions. The HIV/AIDS Programme Officer will contribute substantially to meeting targets and results of the current UNDAF as well as of the new UNDAF for the next programme cycle. Description of Responsibilities : The HIV/AIDS Programme Officer should, among others: - Prepare a detailed HIV/AIDS prevention action plan of UNFPA to scale up interventions in the four key areas of
- a. HIV prevention among young people focusing on those with most at risk,
- b. HIV prevention in sex work
- c. Comprehensive condom programming, and
- d. Protecting women and girls from HIV
- Leverage policy and technical support from Government of Ukraine and other UN and non-UN organizations working in Ukraine and ensure that UNFPA assistance in preventing HIV/AIDS is closely coordinated and linked with in-country programmes and initiatives
- Develop new project portfolio for UNFPA Ukraine in the area of HIV/AIDS and ensure that particular concerns in RH and rights are incorporated and integrated in programmes developed with development partners within and outside the UNCT
- Identify, and support key national responses, conduct evidence based advocacy, policy dialogue, provide support to national programme implementation, foster partnerships and coordinate for other actions to ensure delivery or progress to deliver the following key results in Ukraine.
- Youth-friendly policies and programmes established and/or enhanced that
- strengthen national HIV prevention efforts especially for most at risk young people and those in vulnerable situations, and
- empower young people to effectively participate in halting the HIV epidemic,
- Right-Based policies and programmes established and/or enhanced to reduce HIV transmission in sex work
- Increased implementation of comprehensive condom programming as a means to prevent HIV infection emphasizing (i) promotion of dual protection, (ii) increased access for young people to condoms, and (iii) initiate and conduct dialogue with relevant national authorities to promote the implementation of Commodity Security system in Ukraine,
- Intensified country actions through policies and programmes to address women, girls and AIDS with emphasis on
- linking sexual and reproductive health (SRH) with HIV programmes (learning HIV status, promoting safer behaviours, investing in STI programmes and integrating PMTCT in MCH/NH services)
- HIV prevention for young women and girls with special emphasis on meaningful male involvement, and
- SRH needs and rights of HIV-positive women and adolescent girls.
- Provide technical and programme guidance and advice on the design and implementation of multilaterally funded HIV/AIDS programmes.
- Promote substantive and programmatic linkages between UNFPA-supported HIV/AIDS interventions with Country Programme activities in RH, RHCS, Gender and Population Development, including through knowledge sharing with colleagues and partners.
- Support and strengthen interagency coalitions and collaborations on HIV/AIDS at country level with UNAIDS Co-sponsors and other development partners to make progress in achieving results in the nine priority areas recommended in the “Joint Action for Results, UNAIDS Outcome Framework , 2009 – 2011”,
- Assist in the review and evaluation of HIV/AIDS programmes, and provide technical support on HIV/AIDS related issues at key stages of the UN joint processes, the UNFPA country programme cycle and in national development plans and strategies.
- Provide regular briefings and reports on UNFPA Ukraine progress in prevention of HIV/AIDS in the country
- Perform other duties as assigned by UNFPA Assistant Representative and Chief of Operations.
Qualifications : Academic Requirements - At least a Master’s Degree (preferably post-graduate) in Public Health or related fields, such as social science, communication, or education.
- Background in areas related to the UNFPA mandate (sexual and reproductive health, population and development, gender equality) is a strong asset.
Experience - At least 5 years of progressively responsible experience in designated country in HIV/AIDS or STI prevention programmes and advocacy interventions.
- Familiarity with United Nations working modalities, in particular UNFPA and UNAIDS and non-governmental organizations in Ukraine will be an asset.
Languages - Excellency in oral and written Ukrainian, fluency in English and Russian (subject to testing).
Abilities and Skills - Ability to propose new initiatives and have experience with conduction of advocacy and dialogue with key senior partners in government and development community, with strong communication skills.
